No, you shouldn't.

Possibly only important difference is that Transition has full chromoly frame and whip doesn't but I wouldn't pay extra $100 for that.

Only differences that matter are the full chromoly and both rims being double walled on the transition; and I don't think dirt riding would require that... Go with the whip unless the 1/4" shorter TT matters to you...

Yes.

Because the frame is the heart of the whole equation and the most important part. Non full CroMo frames are more prone to breakage, especially where the strong steel (CroMo) meets the weak (Hi-Ten).

None. Replace them when/if they fail. IMHO a non CroMo bike is not worthy of tossing $ into upgrades.
Get a nice bike like a Transition "off the bat". You will not regret it.
