what does 3/8 mean?

3/8th's of an inch thick. Of 3/8's (or is it " ?). Normal axle, weak, can only be used with 3/8th parts... 14mm is the "standard" in BMXing. Stronger and more reliable.

i currently have 11mm on my bike, soon i wish to buy 14mm. Whats the advantages to a bigger axle other than it being stronger?

nothing.

You will have to modify your bikw to fit a 14mm axle in an 11mm slot.
