Get a fly. It works for me, and I have chainstay brakes and 28:10 gearing. It dont scrape when tensioned, but it hit when it isn't, and it slaps when I do anything..

I would also suggest a new frame.
One of the reasons that I got the bike that I have is because it has seat stay brake mounts, because I know I would run a ratio that would scrape the brakes.

get the flys if you have money to throw around, get the hombres if you dont care for Name Brands as much. Both will work just as well. if you get a smaller chainwheel dont forget you will need a new back sprocket, if you dont have a flip flop hub you will need a cassette.
