Go park! :P I can't tell you about street, although you can do tailtaps anywhere. On a quarter, you might want to learn how to drop in off your back wheel first. You will learn how to land them first, and then hopping back in off the back tire will be the hard part.

When I learned them, I learned to sit about 2 feet back from the coping, parrallel with it, and lift my front wheel...swing it around, and hop into the ramp. Learn to do that first.

Then, for a tap, you just roll up the ramp with slow to moderate speed (ALL lip type tricks take LESS spend than you think, trust me) hop out, stick the back tire down (don't let it float down, put it where you want it), and then compress when you land. Kind of "sit down" a little in the tap position. This will take up the inertia you had coming out of the ramp. When the back wheel hits the deck, pull the back brake (although you can do them brakeless too) and the split second you are down on the deck, transfer from holding the brake to crank pressure. If you don't do this it will be harder to balance. The crank pressure is what let's you hold that stall, and gives you room to correct if you are leaning too much one way or the other.

If you are too far back from the coping (don't land too far behind it) give a little bitch crank, or crank pressure to move the bike forward on the back wheel. Once you are at the point you want to drop back in (and you know how because you learned to do that first :) shift your weight forward into the ramp, and hop and nose dive in!
