2. Go in kill his regime, or force them to surrender. and finally stop al lthis torture..

now option 2 may have consquences in the SHORT term. Eg. Civilians may be killed, but after a year or so things will get to what they should be.. as civilians may be accidently killed by option 2 i can guarentee it wouldnt be as much as if saddam was left on his reign for another few decades!
