Hey, these brake shoes have served their purpose for 20 years, but it's getting to be unsafe. I know flatland fuel has some clear brake pads, but im pretty sure they're threaded, and im running diacompe nippons (threadless). if i found some NOS, how safe would that be, considering its at least 18 year old rubber? if you guys know any other shoes i couldnt find in my search, please let me know.

there's some 990 (which I think you're talking about) threadless koolstops.

Do you mean 990s? Nippons are a caliper brake and have threaded studs. And he's right, Koolstop makes white threadless pads which will be exactly what you're looking for.
